Clutter in the context of sensor fusion is the same as a false alarm, $P_{\text{FA}}$. We define $\Lambda =N{P}_{\text{FA}}$, the Poisson clutter model becomes

$$\mu (\varphi )=e^{-\Lambda }\frac{{\Lambda }^{\varphi }}{\varphi !}$$

where $\lambda =\Lambda /V$ is the intensity of the PPP, and $V$ is the volume of the region $\mathcal{F}$.
